New Curfew In Effect

A plain and orderly parchment announces:
New curfew now in effect.
Residents are to stay inside between sunset and sunrise. While no guards will be on the streets during these times, they will still monitor via the temporary watch towers now in place, however, we cannot guarantee your protection should you leave the safety of your homes.
This curfew is in place until we can put an end to the disappearances. If you have any questions or concerns, please seek out one of the guard members found at any of our stations.

Ways to approach
This poster keeps things vague for maximum potential! As the storyteller, you could have the guards know all the information to set your party off on a full quest, or have them be as clueless and scared as everybody else. Regarding suggestions, I would lean into the idea of the unknown; strange shadows that whoosh around in the night, not conscious per se, but still drawn to living creatures to ‘feed’ on them. Any creatures enveloped in the shadow are ‘swallowed’, for lack of a better term. Their consciousnesses living out a strange joint hallucination as they are slowly digested and the only way out is to upset the creature’s stomach.
This poster is tagged as both a Quest and an Event because while it can be the seed for an adventure, it doesn’t actively call for aid, meaning the guards could have everything well in hand. After all, adventurers aren’t needed for everything! Guards do have a level of competency, which is important to remember.
