Player Agency and 'The Railroad'

What’s the one thing that sets TTRPGs apart from other games? Specifically, what makes them different from a video game RPG, like Skyrim or Mass Effect? There are lots of great answers which help highlight the truly special features of this game style, and I would argue that the biggest and most important one is freedom.
